Michael Howard has stated that if the Conservatives win the next general election, the number of MP's would be reduced from its present level of 659. This would be done in order to promote 'smaller government'. I wonder what Mr. Howard believes smaller government to be exactly.

At least in my opinion, reducing the size and scope of the state involves eliminating government programmes, departments, expenditure, etc. Do Howard et al have any plans to do these things? Well since they believe in the enhancement of public services, apparently they don't.
